California: Assembly Bill 935, which enforces the state flavor ban in the same manner as underage sales are enforced, passed Senate Health on June 21, 2023.
Louisiana: House Bill 635, which as amended, increases the tax on electronic cigarettes and vapor products from 5 cents per milliliter of consumable material to 15 cents per milliliter of consumable material, was signed by the Governor on June 15, 2023. Effective July 1, 2023.
Maine: LD1215 (SP496), which ends the sale of flavored tobacco products, was amended with an effective date of 1/1/25, reported out of committee and passed the Senate on June 21, 2023. The bill is on the House calendar for June 22nd. LD662 (HP431), which specifies that a municipality may not adopt or enforce an ordinance that prohibits a licensed tobacco retailer from selling flavored tobacco products, was placed in the Legislative File (DEAD) on June 15, 2023. LD1808 defines a remote retail seller and requires a remote retail seller to obtain a license; it defines “cost price” and uses it to calculate the 43% tax rate on other tobacco products. The bill passed the House and Senate on June 22, 2023.
