Connecticut: House Bill 6488, which prohibits the sale of flavored cigarettes, tobacco products, electronic nicotine delivery systems and vapor products, will be heard in the Joint Committee on Public Health on February 1, 2023.
Indiana: House Bill 1214, which amends the definition of tobacco product to include a product containing nicotine and requires a distributor to purchase and distribute e-liquid from an Indiana e-liquid manufacturer or Indiana e-liquid distributor, was adopted in the House Public Policy Committee on January 24, 2023.
New Hampshire: House Bill 531, which changes the tax methodology for cigarettes / little cigars, all other tobacco products and electronic cigarettes to the following: The Commissioner of the Department of Revenue Administration shall annually set the tax rate for tobacco and nicotine products to be a maximum of the lowest rate charged for equivalent products in Massachusetts, Maine and Vermo and a minimum of 8 percent below the lowest of such rates, is on the House Committee on Commerce and Consumer Affairs Subcommittee work session agenda for February 1, 2023.
North Dakota: House Bill 1412, which requires a license to sell electronic smoking devices was heard in the House Committee on Industry, Business and Labor on January 24, 2023.
Virginia: House Bill 1417, which modifies the statutory tax rate on cigars to 10% of the manufacturer's sales price or $.30 per cigar, whichever is less, passed the House on January 24, 2023.
