State tobacco-related legislative bills that have been acted on by a state legislative committee or state legislature are listed below alphabetically by state:
Hawaii: House Bill 537, which, as amended, effective January 1, 3000, establishes a tax on vapor products of an unspecified percentage of the manufacturer’s list price, passed House Committee on Consumer Protection and Commerce with an amendment on February 2, 2023. House Bill 551, which, as amended, effective June 30, 3000, prohibits the sale of flavored tobacco products, passed House Labor & Government Operations Committee with an amendment on February 8, 2023.
Maryland: Senate Bill 259, which prohibits the sale of flavored tobacco products and electronic smoking devices (including menthol, mint and wintergreen), will be heard in the Senate Finance Committee on February 16, 2023.
New Mexico: Senate Bill 179, which permits localities and counties to enact ordinances and regulations related to tobacco products, passed the Senate Health and Public Affairs Committee on February 9, 2023.
New Hampshire: House Bill 510, which removes the exemption for premium cigars from the tobacco tax, will be heard in the House Committee on Ways and Means on February 15, 2023.
North Dakota: House Bill 1357, which prohibits the shipping of tobacco products to any consumer in the state by sellers located within or outside the state; requires the sale of tobacco products to any consumer to be face-to-face transactions failed in the House on February 2, 2023.
Virginia: House Bill 1863, which includes language to increase the cigarette tax by three (3) cents per cigarette and double the statutory tax rate on tobacco products, was left in the House Committee on Finance on February 7, 2023 (failed).
