State tobacco-related legislative bills that have been acted on by a state legislative committee or state legislature are listed below alphabetically by state:

Massachusetts: House Bill 4196 (final iteration of Senate Bill 2407), which bans the sale of flavored tobacco products, taxes e-cigarettes at 75% of wholesale, caps nicotine level in ENDS and increases retailer penalties for sales violations, was signed by Governor Baker on November 27, 2019.

Pennsylvania: Senate Bill 473, which increases the legal sales age from 18 to 21, was signed by the Governor on November 27, 2019 and has an effective date of January 1, 2020.
