Maine: LR2261, which proposed to restore funding to the state’s tobacco prevention and control program, was rejected by the Legislative Council on October 25, 2021.
Massachusetts: Senate Bill 1809 / House Bill 2870, both of which increase the cigarette tax from $3.51 to $4.51 per pack (with floor tax) and increase the tax on cigars and smoking tobacco from 40% to 80% of the wholesale price, were heard in the Joint Committee on Revenue on October 18, 2021. The committee took no action.
Michigan: House Bill 4485, which repeals the provision that is scheduled to remove the 50 cents per cigar excise tax cap on October 31, 2021, passed the Senate and moved to the Governor on October 26, 2021. House Bill 4427, which increases the penalties for tobacco possession by a minor, passed the House Judiciary Committee as substituted on October 26, 2021. The bill now moves to the full House for consideration.
Wisconsin: Assembly Substitute Amendment 1 (ASA1) was offered to Assembly Bill 250 on October 26, 2021. As introduced, AB250 (same as SB285) requires the Department of Revenue to create an application form for a license issued by municipalities for a person to sell cigarettes and tobacco products and requires municipalities to submit a list of licensees annually to the DOR. ASA1 requires a retailer who sells electronic smoking devices to obtain a cigarette and tobacco products license from the municipality where the retailer is located. Senate Bill 285 was offered Senate Substitute Amendment 1 on October 26, 2021.
