California: Senate Bill 395, which, as amended, effective July 1, 2022, creates a new tax on purchasers of 12.5% of the sales price of electronic cigarettes and e-liquids for use in California, to be disclosed, collected, and remitted by the retailer, passed the Assembly Appropriations Committee on August 26, 2021, with an amendment and passed the Assembly on September 1, 2021. Senate Bill 491, which adds violations of restrictions on nitrous oxide to the list of reasons to deny, revoke, or suspend a tobacco retailer license, was held in the Assembly Appropriations Committee on August 26, 2021; possible carryover to 2022.
New Hampshire: House Bill 591, which would change tobacco license fee amounts: $216 (one register); $408 (2-3 registers); $648 (4 or more registers) and has been retained in the House Finance Committee for “action in the second year of the session” is listed for a Division I Work Session on September 14, 2021.
