Maine: The First Special Session of the 130th Legislature adjourned on July 19, 2021 and the following bills were not passed, but “carried over, in the same posture, to any special or regular session of the 130th Legislature, pursuant to Joint Order H.P. 1302”:
- LD1550 / H.P. 1155, which prohibits the sale and distribution of all flavored tobacco products and electronic nicotine delivery products (includes menthol products).
- LD1693 / H.P.1258, which bans the sale of all flavored tobacco products and electronic nicotine delivery products, increases the cigarette tax to $4.00 per pack and eliminates the cigarette stamping discount to distributors.
- LD1423 / H.P. 1039, which increases the cigarette tax from $2.00 per pack to $4.00 per pack and increases the tax on other tobacco products by the same percentage change as the increase in the tax on cigarettes.
Oregon: Senate Bill 587, which requires tobacco and vapor retailers to obtain a license from the Department of Revenue and prohibits local authorities from enacting licensing requirements, but grandfathers local licensing requirements in effect on January 1, 2021, was signed by the Governor on July 19, 2021 (effective January 1, 2022.)
Wisconsin: Senate Bill 355 which raises the age for purchasing cigarettes, tobacco products, or nicotine products from 18 to 21, was heard in the committee on Judiciary and Public Safety on July 15, 2021. An amendment was adopted to regulate the placement of “cigarettes, nicotine products, tobacco products, or vapor products only in locations that are inaccessible to customers without the assistance of the retailer or the retailer's employee or agent.”
