Virginia: House Bill 5005a (budget bill), which imposes a tax on any heated tobacco product at 2.25 cents per stick and requires distributors of tobacco products to register with the Commonwealth, was returned to the House with the Governor’s recommendations on November 5. The Governor’s recommendations were adopted in part on November 9. The Governor’s action deadline is December 9, 2020.
