State tobacco-related legislative bills that have been acted on by a state legislative committee or state legislature are listed below alphabetically by state:

Massachusetts: Senate Bill 2911, which would delay enforcement by one year of the statewide flavor ban adopted in 2019, reported from the Joint Committee on Public Health, accompanied Study Order S2926, on October 19, 2020. Senate Bill 2605, which would reduce the environmental impact of cigarette butts by increasing the tax on cigarettes by 100% annually, reported from the Joint Committee on Revenue, accompanied Study Order H5040, on October 15, 2020.

Virginia: The conference committee report for House Bill 5005a (budget bill), which imposes a tax on any heated tobacco product at 2.25 cents per stick and requires distributors of tobacco products to register with the Commonwealth, was adopted by the Senate and House on October 16, 2020.
