Missouri: HB 1484 (2024 session prefile) establishes age 21 for the purchase of all tobacco products and preempts local governments from setting a higher age for the purchase of such products; provides that no political subdivision shall deny a license to a qualified applicant for a tobacco products license if the new license is for the same location that had a license within the previous 24 months. SB 911 (2024 session prefile) preempts localities from regulating the sale of all tobacco products.

New Hampshire: SB 305 (pre-filed as LSR 2876 for the 2024 session) permits wholesalers of cigarettes to retain one cent of the tax collected for each package of stamped cigarettes as compensation for affixing tax stamps and collecting and remitting tax revenue.
