Tobacco-related legislative bills that have been acted on by Congress are listed below:

House Bill 133, the Federal Omnibus Spending Bill for fiscal year 2021, passed Congress on December 21, 2020 and was signed by the President on December 27, 2020. The bill includes provisions preventing the online sale of e-cigarettes to minors. All online e-cigarette retailers are required to do the following:

  • Verify the age of customers for all purchases.
  • Require an adult with ID to be present for delivery.
  • Label shipping packages to show they contain tobacco products.
  • Comply with all state and local tobacco tax requirements.
