Michigan: House Bill 4878 prohibits the sale of synthetic or tobacco free nicotine to an individual under 21 and requires the product packaging to include a disclosure that the product is not regulated by the FDA. HB4878 was introduced on May 19, 2021 and was reported from the House Rules and Competitiveness Committee with substitute on May 20, 2021.
New York: Senate Bill 6741 provides that the tax on cigars and premium cigars be 75% of wholesale or $0.50, whichever is less.
Utah: Senate Bill 1003 (First Special Session), which makes minor technical corrections, primarily prohibiting sale of alternative or nontherapeutic nicotine products to persons under 21, was introduced on May 19, 2020, passed both houses of the Legislature, and is ready for the Governor.
