California: Assembly Bill 935, which, effective January 1, 2024, enforces the state flavor ban in a similar manner as underage sales are enforced, was signed by the Governor. This bill would apply civil penalties to violations to the statewide flavor ban and include enforcement by CA Dept. of Public Health, the Attorney General or a local law enforcement agency.

Pennsylvania: House Bill 1161, which prohibits the sale of flavored tobacco products (except flavored shisha tobacco products sold by a hookah tobacco retailer, loose leaf tobacco and premium cigars), will be heard in the House Judiciary Committee on Wednesday, October 18, 2023.
