State tobacco-related legislative bills that have been introduced in the past week are listed below alphabetically by state:

New York: Assembly Bill 7846 (same as Senate Bill 7569) excludes cigarettes on hand prior to September 1, 2023 from the tax increase where a cigarette tax stamp has been affixed as of the close of business on August 31, 2023. Senate Bill 7597 (same as Assembly Bill 1598) requires electronic cigarette manufacturers to submit plans for the collection, transportation, and recycling of electronic cigarettes to the Commissioner of Environmental Conservation. Requires manufacturers to accept the return of electronic cigarettes for recycling; requires vapor product dealers to accept the return of used electronic cigarettes for recycling.

Pennsylvania: Senate Bill 387 changes the presumed cost of doing business by the retailer from 7% to 9% in 2023; 10% in 2024; 11% in 2025 and 12% in 2026 and thereafter.
