Michigan: The following bills were introduced on May 2, 2017: House Bill 4577, which requires electronic smoking devices to be in child-resistant packaging; and House Bill 4578, which raises the cigarette tax from $2.00 per pack to $3.50 per pack, adds electronic smoking devices to be taxed at the same rate as non-cigarette tobacco products, and raises the tax on those products from 20% of the wholesale price to 81% of the wholesale price.

New York: Assembly Bill 7493 (same as SB5590) requires electronic cigarette packing to include a warning that the product may pose an explosion hazard. Assembly Bill 7529 raises the minimum sales age for tobacco products and vapor products from 18 to 19, unless an individual is 18 years of age and serving in the United States military.

Pennsylvania: House Bill 1309 expands the state smoking ban by eliminating most exemptions, including the exemption for tobacco shops.
